No, I don't think they are fermented. It is just Calabrian chile peppers, sunflower oil, extra virgin olive oil,salt,white wine vinegar and basil. More like pickled. Excellent flavor, I put it in everything, from taco meat to spaghetti. It has heat, but also a very nuanced flavor.
