If there is currently air in the system, will this method purge it? Where does the air escape from the system?

Yes, it worked great for me! I found a YouTube video that showed the method. You will need another tube that connects to the helm and a quart of hydraulic steering fluid. The air will work it's way back through the helm and out the tube at the helm.

Does this work for Baystar?

Seastar and baystar are the same.

This fit Baystar as well?

It should as long as the quick connect fitting is the same. Usually they are standard one size
