How much weight can it hold on top? Would a 3-gallon fish tank be okay on it?

My guess is that it definitely would be okay. The metal structure is solid and the top is quite thick. I've had these for a year and a half now, they're very sturdy!

Could these be used has a foot rest ?

Not really. First, I'll say I absolutely love these but I use them for storage. One in my living room for a blanket and pillow and one my son uses in his room as a side table and with a blanket. They are at an awkward size so I'm not sure they could be used as foot rests. The larger one is tall enough that it's a solid NO, but the small one I guess could be improvised. Secondly, while I love the construction for the purpose of these, I wouldn't trust anything sitting or resting on them other than small items. I have a candle and plant on mine. Nothing more.
