Does the cable include the housing?

the sheath is not included. Only the inside cable is included, and it is not long enough for use on long frame bikes, like the Townie.

will this work on a Huffy Rock Creek 18 speed

This is a 7 speed shifter. It sounds like you have either a triple front with an 6sp on the back or a double up front with a 9speed rear so I doubt it.

The grips did not come with shifters, do i have to return the shifters & reorder?

These are grip shifts. They should come with everything in the picture, the grips and the grip shifts with the cables attached. If you didn't get anything with cables attached, I would return it.

Will it work with sram x-13?

Is your Shram derailleur set a 3x7, is your cassettes a 7 gear and crank set a 3? If so probably. Ive found the pull distance between a Shimano and a Shram are pretty close. I've used Shram cassettes with Shimano derailleurs and was surprised to find it to work pretty well. Although if you want hassle free shifters, get a set of manuals pull shifters. Yeah tuning in the right gear might be a little tricky, but you don't have to worry about saggy cables or mismatched shifters.
