Can this scraper be used to cut baked pizza or would I be better to get a longer rocker type cutter?

Get a longer rocker. This scraper does have a tapered edge, but not sharp. Great for cutting raw dough though!

Does the top get hot to touch?

No this must be some NASA style plastic but assume it would burn you if the plastic melted so don’t do that.
