Can the power cord to a 13 inch MacBook Air fit in the side pocket?

Yes! It bulges but it will zip closed

What size is recommended for a MacBook Air 13.6-inch

If it were me, I'd purchase the 15-inch sleeve. It may move a bit in the laptop compartment but I don't think it would be harmful or inconvenient. The sleeve is that good that I would give it a try. If you don't like it, you can always return it - although I don't believe you will once you realize how convenient the various compartments are to store accessories and the sleeve itself looks very good.

Which size is better for macbook pro 2019 13 inch or 13-13.3 inch?

13 inch. If you have a newest macbook air 13 inch 2018-2019 with touch id A1932 / MacBook Pro 13 inch released in 2016-2019 A2159 & A1989 & A1706 & A1708 with/without touchbar(with mosiso hard case), you can select 13 inch bag. If you have other MacBook 13.3 inch with mosiso hard case, you can select 13-13.3 inch bag.
