Thanks.** A: You can ride on or off paved surfaces. **Q: Would a 16 year old fit on this at all?** A: Unless the 16 year old is very petite, I would say no. My child was 10 years old and 5’7. Ended up sellling it. **Q: How long does it take to set up?** A: Not long.
