What holds the tray on?

The tray is bolted to a bracket. The bracket has a hole that drops on the tube then tightens with a thumb screw. No tilting is built in.

Will a 17” laptop be ok on this?

Yes. I got it for a projector but it didn’t tilt like I had hoped. It’s a good stand and even though 15.5” wide, I would put my 17” laptop on it and not think twice.
