Is this a 1" or 2" plate?

I don't see a really good explanation for getting a pulse versus the non pulse.  Can someone explain the advantage  for one over the other?

my classic states in the pamphlet: operate with alternating current (60hz) only. std. appliances are 110 volts ac - is this really dual for europe?
