Does the stainless steal housing get too hot to touch when it is on? how about the knob?

The knob does not get hot.The metal body gets extremely and dangerously hot to the touch.

Is the temperature control continuously variable, or does it have just a few settings?

The thermostat is continuously variable, making this a real cooking appliance, as opposed to an induction cooktop with 7 or 8 settings. Cadco makes real appliances that anyone who cooks can appreciate. In the end I decided to return this Cadco model and went for the larger 220volt cooktop as I want to also use it for large stockpots, at least 16 quart. These are professionals quality items, so they'll cost more but worth it in my opinion.

will this work on a USA 110 three prong electric outlet?

Yes, it will. I have used this type of hot plate for many years.

Is there a maximum temp cutoff switch?

the knob is the only way to control the temperature. Low and high. No other switch.
