What's the maximum - minimum adjustable height in inches?

7.8 inches - 26 inches to adjust.

If this is on a light switch, will it turn on when given power or does the switch need to be turned on after given power??

You can turn it off and on from the switch. You can also set a timer. I have mine set for 12 hours, it shuts off after 12 hours, then automatically turns on 12 hours later. It also has the option of seeing the timer for 4 and 8 hours and will turn on at the same time every 24 hrs

Is this bright enough for a plant that needs full sun?

I do not think so. They are okay for plants on 4-6 inch pots. Hope this helps.
