No, the PEARL and the App are intended to be used together. Both for installation instructions and for viewing the counts. You can use the App on up to 2 different phones at the same time, and optional software plans allow unlimited users.

Can these be used outdoors?

Yes. We have ours installed outdoors and it has held up to rain and sun so far.
