What do I have to do to get the zipper to work?

Put masking tape on each side of the zipper and carefully spray WD40 on the zipper! I haven't had a problem since!

Why does the jacket have Two zippers?

The second zipper lets you unzip from the bottom so you can access your pants pockets.
