It's sticky so you can stick it to whatever you like. I stuck mine to the outside of a standard case for my Pixel 7 Pro, then I can stick it onto any magsafe compatible device, so I have a MagSafe car charger.

is this ok to use on cases with frosted back?

It's only compatible with PC or TPU case without a non-slip coating.

Does it work with a samsung galaxy s21 ultra has it only say 21 and s21 plus

I have several of these and have installed it on s20 ultra, s10 5g, s10e and a Realme 8 and an iPhone 4s obviously some of these phones you not going to be able to use the positioning template that's comes with the magsafe ring... it's just a case of positioning over the correct area for wireless Qi charging unless you're just using it for magnetically holding your phone if you phone doesn't charge wirelessly (tip of your phone's not supported just find the correct area for charging then apply the ring to a case)
