Why won’t the tank work upside down?

Because of gravity. Yes it's pressurized, but not THAT much. And when you take into account that it's 8 gallons, it's just not going to work upside down. It WILL work on its side however. But again, you need to have the spout on the lower side.

Will the mounts support the tank being mounted upside down to the rack? Below a roof top tent for example.

They would support the tank, but it won't work upside down. We are working on developing a hanging mount for exactly what you're talking about. But in the meantime you'd have to fabricate your own.

Can you connect 2 of these together to have combined 16 gallons of water onboard?

Due to the pressurization that won't work. But, you can certainly have two 8s onboard!
