Actually, the switch isn't a rocker switch, it's a touch sensitive panel with no moving parts.

will this work as one side of a double wall switch? one side is for fan, the other for light. I only want it for the light.

Yes, it will work, it will occupy half of the double wall box. As long as the two switches aren't interconnected and truly independent, and there is a neutral wire available in the wall box, everything will be fine.

Will this work for three way switches?

Eve Light Switch requires a neutral wire and replaces a single pole switch. It is not intended for use in a 3-way installation where lights are controlled by more than one switch.

If I loose power at home and I had the light switch turned on at the time. When power is restored will the switch remain on?

Yes it will stay on just like a “dumb” light switch. Meaning if your dumb light switch was in the “ON” position and power went out it will stay in the same and light will still be on once power is restored. So this smart switch will still be on as well.
