Could I put a coat of varnish on the outside to prevent the letters coming off?

The letters won't come off..... Varnish would probably not work if you are trying to "Freeze" the saying. Varnish yellows. Acrylic polyurethane doesn't typically yellow, but would wear off and not work because the cup has to be at temperature for the saying to show. It wouldn't stay at the temperature needed and still dry/harden.

If I liberally add hot water is it coincidence my liberties disappear?

It's not coincidence; it is the whole point of the mug. You will see that when the water cools or the mug is emptied, your civil liberties return.

How do you reset it? Poured the hot liquid to watch disappear but now it just stays blank?

After emptying the cup, and letting it cool, the words should reappear. At least that’s what mine does.
