It had NO circuit diagram - or any details. just the small cct board and chip. ANy email sent to company bounces! They sent Norwegian mail to me???

Does this use the same chip as that sold by Sparkfun and Digikey? If "yes", how can it be so cheap? Other places seem to sell just the chip for $14.

Sparkfun is renown for their massive mark ups, never use them for price comparison. Digikey is much better, but there is still a bit of a mark up. As of this comment, they are charging $5 per chip if purchased in bulk and $10 for individual chip. Chances are, this chip is legit but the board is Chinese made.

Is there any need to add a logic shifter for the sda and scl pin coming from my arduino mega.... my arduino mega is delivering about 4.18v

Spec sheet for the IC is here ( http://www.invensense.com/mems/gyro/documents/PS-MPU-6000A-00v3.4.pdf ), and it looks like this board has a linear regulator to let the 3.3V chip be supplied from 5V. So it looks like the outputs are at 3.3V. If that's the voltage of your IR blaster and the protocols are compatible, sure. If you're looking to use the 'Digital Motion Processor', you'll need to figure out how to program it -- I never took the time to.
