No, it is a kit, but it will literally take you 5 min to insert the axles into the pre-drilled axle holes. You also have the option of selecting a raised left front wheel (by inserting the axle into the top hole) or running the car with all four wheels on the track (insert axle into the axle slot, which is also drilled for easy insertion).

After 2-3 coats of paint and full assembly- I had to add weight to bring it up to as close to 5 oz as possible.

I believe it has two holes one for regular installment and one for raised. Along with racing wheels We won the Regional Championship undefeated. Be sure to pack lots of lead and polish the axels. good luck

The raised wheel hole is optional. You can simply fill it in with wood putty or just insert your wheel and axle into the axle slot. It will cover the raised wheel hole.
