can I use this over raw particle board and then paint or stain?

Paint yes , stain I wouldn’t try it .

Will this protect mdf/particle board from moisture?

Yes but if the area is subjected to repeated water exposure it will eventually wear off. I used it on a window frame behind my kitchen sink. The frame is some sort of pressboard cheap stuff. The area is constantly wet being so close to the sink so after several months the paint did wear off. Hope that helps!

Does this work over varnish? I want to reprint a wooden chair that has been varnished and am hoping to skip sanding or stripping.

I've used it many times over varnished wood, and had very good results. Most people, these days, seem to skip the middle steps of sanding and wiping down, and are pleased enough with the results. I prefer to do it old school and reap the benefits. Even 1-2-3 will adhere better if you break the gloss, first. Your end results are only as good as your preparation. If the chair is old, it may be shellac and not actually varnish. Zinsser also makes a shellac-based product called B-I-N. Both work really well.

The primer will likely stick to that surface. You might want/need two coats for adequate coverage depending on how dark the existing finish/paint is and where you are going with the project. You probably will get better results with sanding, though. Depending on how particular you are about the finished product, you might find it worth the time and effort to sand.Our main use was also on a veneer surface--you know that faux wood that goes over particle board on cheap furniture. It was something that couldn't be sanded. We used two coats and it looks fine, especially when you consider it is a two nightstand and one dresser set that we bought for $20.

If it gets on something get it off of the floor or whatever the item is real quick cause it

Excellent primer for your deck I find it to be better than the kilts . seems to cover anything, although it’s not recommended for the floorboards of the deck. I think it would work though not sure why.
