Do these stick to felt?

The ones I purchased were very strong. I never tried felt but they stuck on the cinder block walls of my classroom. Everything else fell off.

I am planning to use these dots on laminated folders to be removed several timeS. Is the adhesive strong/permanent?

Yes, they stick well. I use these as part of homeschooling, and they are stuck tight to my laminated pages. We take pieces off every day and nothing has peeled up in a month of daily use.

Plan on using them for exchangeable pop sockets and badge rills will these work?

I wouldn't think so. Once these dots are on, they are on for good. If you do have to remove the dots, they do leave a sticky residue and its hard to get off.
