Defective handle
The threaded hole for the dies to screw into is too tight. The bored hole for the punch to slide into is too tight. I used a 9MM bore brush on an electric drill to clean up the holes and then oiled them, still wouldn't work.The punches and dies work perfectly well in my 12 year old tool.
