Is this sensor designed to stay in the soil or only inserted when you need a reading?

It depends what you want it to do. If its just a check on soil moisture you can use it in multiple locations or leave it in one position to monitor on one plant - just remember you need to leave it in the soil for a few minutes to stabilise so you get an accurate reading every time you move it
