Is this resitant to fuel? I need it to repair a gromet on fil tube gas tank

Can I use this to stick a metal gasket to an intake manifold?

Metal gaskets are a one use crush type seal. I would not recommend using permatex #1 Hard setting. You will have an impossible job Removing the intake without damaging it if In the future you need to remove it. And Most likely it will have a vacuum leak!

any reason it won't work on flange of swimming pool pump?

It may; but containing solvents not designed for swimming in, I personally would choose Marine silicone products!
