What is the minimum distance between the boards that the tool will fit between?

Just under four inches. The SMALLER the gap between the panels, the more likely it won't fit; in that case, you'll have to start at one end (use something heavy/firm for leverage to get that first board out, then work your way toward the center. Also, some pallets have thicker stringers that this cannot fit onto; so pry bars and hammers might work if the nails are looser to perhaps remove some boards in order to use this tool on the rest.

Do you ship usps? just thinking about having it shipped to my cabin.

I ship the least expensive means. Most everything I get from Amazon is shipped UPS, and they drop at my Post Office. I am rural, my gate is on a busy highway, and we do not receive at our physical address.

Trying for a better answer to your question, you could probably select it be shipped through the Post Office, and expect to pay a few more $$ for shipping. If I recall, this shipped from an Amazon facility.

Has anyone used this on fence panels?

I'm not sure about fence panels, but my brother in law loves the one that I bought him to help him break down pallets to make furniture.  He has a very bad back and this tool does all of the work for him and keeps him from straining his back.
