Can this be used before spray painting plastics? Or only for double-side tapes?

Better apply the tape right away, longest in a few mins and don't wait too long.

I want to use this primer on hdpe film and then apply a bead of silicone or other sealant. will the sealant adhere or is the primer only for tape?

can this be used with scotch tape ?

Yes it can. Apply to the sticky side of the tape and let dry. After it is dry, it should be good to use the tape.
