Yes, I used this kit on a d16y8 just a few weeks ago includes everything you need. ( also works on y7 )

Q: Does this come with the oil pan gasket?

The kit does not include the oil pan gasket.

The black gasket on the right is for vtec. The square looking gaskets are for none vtec. The rest is the same for both head types

it got the gaskets for none and vtec vehicles. either way this set up is compatible with both. Look at your seals and gaskets to insure they match before installation. Best of luck
