I believe that the paint was used in place of the “Weld”. The hook just Separated before even placing a single item onto it.

I installed these on the ceiling joist. I put a mountain bike (~30 lbs) on it and within about 15 seconds, the hook parted from the mounting plate. Luckily I was there to catch the bike and my kid or car weren't underneath. I will not be using these hooks any more. They look good but are weak and are not fully welded onto the base plates. AVOID AT ALL COSTS!
