Could this hold a Blue Yeti?

It can hold it if you don't want to use the boom to extend the mic out laterally. This stand can probably hold just about any mic if you're not going to extend the boom laterally (note the photos in the topmost positive review, by "Dave" - he loves the stand because he's not using the boom at all. If he tried to use the boom, he'd change his tune very quickly). If you are going to extend the boom laterally, you need to be very careful because the Blue Yeti or any other mic with any weight to it at all will pull this stand over onto the floor in a heartbeat. This is not the "professional" stand it claims to be; anybody who's used professional studio equipment will recognize that this stand is not in the same class. It's a decent stand for careful and limited home use, but it most definitely does not feature the heavy construction, stability, or versatility of a professional mic stand.

Are there instructions on how to set this mic stand up?

It does not come with instructions, but you should be able to figure it out - assembly involves screwing the bottom part of the vertical pole into the base, inserting the top part of the vertical pole into the bottom part, and tightening the choke at the middle that keeps the top part at your chosen level of extension. Just be aware that if you're going to extend the boom laterally at all, and especially if you have a heavy mic, stability goes out the window and this stand and your mic may go crashing to the floor.

Can it balance a shure sm7b or a procaster with or without shock mount?

Not sure how heavy that mic is, but if it has any weight to it, just be careful how far you extend the boom laterally. Despite the seller calling it that, this stand is neither of professional grade nor stable (if you use the boom arm), and if you use the boom to extend a heavy mic far from the center pole, this stand will fall over and likely damage or destroy your mic.
