How do you open and use it?

Very carefully. I tried to yank the top off and broke the glass at the top. Maybe you can perforate the metal with something sharp to avoid damaging the bottle.

Is this for the 14.25 oz or the 3.3 oz pictured?

for any size. it works for the Pompeia as well and all LT Pivert perfume.
