it takes a moment to adjust. when temp stops that is it

Can it read dry bulb temps for outside A/C condensing units

Dry bulb is just ambient temp...stick your thermometer or thermistor in the air and thats your dry bulb..thats why you never see these devices as listed for dry bulb because its just the regular temp reading..

Is there any way to have the backlight stay on constantly?

Sorry, no way. For longer battery life, factory default the backlight will be off after 40s.
