This is what says in product description here "Each bowl is manual grinding and hand sealed with natural plant oily finish which is food safe." so the answer yes, they are sealed with food grade oil, which is nice.

I wouldn't, high water temps and steam never mix with wood.

I measured it just for your question (using a tape measure, so bear with me). It measures 4 7/16 from outside to outside edges and 4 5/16 using inside to inside edges of the circle. That is give our take a 1/16 for the give of the tape measure. Hope that helps.
