Is this soap antibacterial?

No. Antibacterial soap is not good longterm as creates germs resistant to antibiotics. Just great soap. Wash hands for 20 seconds as recommended.

Can this soap be used in a refillable soap dispenser? I wasn't planning on using the Method soap dispenser.
