Q: What is the maximum amperage these fuses can hold? Can it support two 25A?

No. The limiting factor is the gauge of the attached red wire. The original fuse from that fuse box slot doesn't matter - it is not going through the red wire. It's only your new fuse that matters. If the red wire on this really is 16 gauge copper, then you can use up to a 15A fuse for your new circuit. (The wiring for the fuse box itself should handle 30A at least; your old circuit fuse plus your new circuit fuse added together should not exceed that)

Q: Can I use a to connect to a 20 amp mini fuse

DO NOT GO OVER 10 AMPS MAX !!! THE RED WIRE WILL EASILY BURN BEFORE THE 20 amp FUSE BLOWS, YOU COULD BURN YOUR ENTIRE CAE UP !! You can go down in amps BUT DON'T UP IN AMPS PAST 10 AMPS OK !!

Q: I am trying to hardwire a dash cam. the harness for the dash cam has a black and red wire. do i only need to connect the red wire? what about the blk?

Black wire will be ground but sensitive electronics should be grounded on the car chassis. Look for locations where other items are grounded. Grounding directly to the battery negative terminal has a potential to damage your dash cam. Red wire will be power but it depends if you only want the camera on while driving or on 24/7 for security purposes where you connect it.
