I have never seen a green tool for sealing - it's just a self seal. We leave our ends open so haven't used that feature yet. TMP

Would i be able to seal these with my food vacuum sealer (not doing the vacuum, just sealing)?

I think you should be able to, it doesn't take much heat to seal them. They are great bags, I have rebought these a couple times.
