Will this work with a toddler seat?

Yep, coolbebe belt pillow seat covers can work good with a toddler seat, just attached it in a seat belt is ok, it is easy to install.

is this made with soft touch velcro? I'm looking for velcro that doesn't scratch.

It could still flip around, my baby’s cheek got scratched up. I think when she moves her head around it moved the Velcro part towards her face. I don’t like the product
