Could this be used indoors on wood where insulation would be covering it?

I would think YES. I have used it inside on open porch ceiling - it is really nice paint. As with any coating - and with insulated areas - air circulation is key to reducing moisture. It is the moisture that helps breed mold and mildew. Of course be sure to clean the area to be painted well first - if it has any existing issues. Two coats are recommended - but I found one coat is great - I may re-coat another time - but probably will wait years!

would this work well on te top rails of a doughboy pool?

I have found this works well on wood surfaces. Your pool top surface is probably a resin material. You might want to contact Rustoleum customer service directly and get their input. Of course proper prep is key too - any mold or mildew needed to be scrubbed off and surface dulled before applying two coats of Perma - White.

Is this really semi-gloss? Technical details say "flat."

Mine came semi gloss as in picture.

Will this work on a vehicle?

I don't know. Try asking the question on google. I used it on an old shed in my back yard to prevent it from continuing to deteriorate.
