Will they go across carpet?

Yes. They do but one may come out with change of flooring as in over tracks from carpet to wood floor. They were do good for moving heavy large loaded furniture out of the way e we hen we had new carpets fitted. Great things to have

Could these be used to move a large fish tank (empty of water)?

Yes, we moved a piano using them.

Will it move heavy weights that are flush to the ground? tia

There is a jacking system included but it depends on the weight. We tried to move a commercial display fridge, first we bent the jack handle then the trucks collapsed. To be honest, they were pretty useless. I'd try something different.

can i use this to store food storage bins on them so they provide as castors for the bins i already have

Can’t see why not, depending on how high your going to stack it might be a good idea to fix them to the box or a bit of ply or MDF for the box’s to sit on , will make it sturdier and less likely to fall off casters
