upon reading the certificate, i was just wondering what is the National Department of "Standays"? and what exactly is a "ladotory"?

Hey thanks for these great questions while I’m not affiliated with this company I did buy this a few years ago and feel qualified to respond.
The National Department of Standays is an international compliance organization that helps determine when people should stand or sit.  Ever wonder why we stand at the National Anthem and sit on a bus, yep that’s the NDS.  Ladotories are quite common internationally and are laboratories where only dudes can work (lads).  While these facilities have produced some of the great 21st century inventions (Whoopie cushions, fart spray, gak) they are increasingly being called into question due to gender inequality and overall zaney antics.

Question 2

I will need the 24” x 18”x 3” for my machine shop, I will use it for scraping surface. So it is really flat ?

It's flatter than a concrete paver, but not as flat as a quality name brand (Starrett / Mitutoyo / StandRidge) granite surface plate. I would bet money these Chinese sourced granite plates are no where near meeting  actual "Grade A" specifications for flatness in the USA. (JMHO) I would not trust one to be my only master reference for scraping machine surfaces / ways / dovetails. I only use my HHIP plate for lapping small parts. I do all my metrology work on a Starrett Crystal Pink granite plate.

Question 3

Are the sides of the surface plate square to the top?

They are not made to a specific tolerance on the sides.  We  offer Precision Granite squares that have a squareness of +or - of 0.0001". Please see HHIP # 4901-2705 and HHIP# 4901-2706
