they are 6 1/2 in. round by2 in. tall

Does water or steam get in to pans with lids on? (How well sealed are they from moisture in the pot?)

I didn't have an issue. These lids seal nicely.

How long are the handles not including the legs?

Hi Ambre, I'm happy to be able to answer your question. The handles are 4 1/2 inches tall. They are fixed and don't move. The reason for the length is so that you can put your Chicken on the bottom and vegetables on top and make a one step cooked meal. You can also put rice in a Pot-N-Pot to add rice to your meal. It's real handy.
