Q: can this be mounted horizontally? would it catch rain?

Normal install would be horizontal. As shown in pic above. Does not catch rain. I have used 2 of these: one for my black water tank vent, the other for my fresh water tank vent. If by horizontal you mean the the vent opening say on the deck: I would avoid that personally.

Q: What size hole does this require?

I think it was 3/4”, it has been a long time.

Q: Will this work on an older vehicles gas tank to help vent filler hose while fuel is poured in?

This is not made for over the road vehicles . This is designed for marine use. Gas vapors are suppose to be recycled into your cars emissions. Your filler neck set up has got built in vent connection from your vehicle tank.
