Q: Some of the pictures show a charge port while others do not but it still states it in the description. Which is correct?

Yes, just got the set and the carry on has the charge port. It is currently clearly stated in the listing. There is a pouch in the 20" carry on that you put your power supply into to use the port. It has the USB connector inside. A very nice to have feature.
