what is the difference between kato no 11-212 and 11-214 lighting kits ?

The number 11-212 is Commuter train light , and Express , like Fluorescent light . The number 11-214 is Light like light bulb , for example , Sleeping Express .

Can this kit be use on DCC track?

The light kit draws power from the track just as the engines do. I can’t guarantee the kits will work but I can’t think of a reason they wouldn’t.

Do these kits come with 6 light bars?

6 LED parts, 6 x 2 pickups, 6 yellow filters (which do not make a difference with 11-212) and 6 diffusion bars are included in this package.

do you have any idea if this will work in a NON-KATO car?

The tricky part of installing them in non kato cars is collecting power from the rails. If you can work that out, you may be able to make it work. You almost have to use Kato trucks to collect electricity on whatever cars you use.
