Q: Is this a2 in 1 shampoo & conditioner?

I think it is a conditioner, most of hairitage shampoos are very mild and seem to be a combo but this one actually has the word "condition" in title

My nieces have straight hair and they used it. They like it a lot.

Q: how do i get the pump to work?

I know this is a late answer, but here goes.. The insert draw tube must stay stationary, as you turn the pump top. What I do is pull out the pump, dry it, look for the grab ridges at the top of the draw tube. If you keep a good grip while turning the pump top it should pop up and work.
