Spray your hands and then rub on face.

I can't unseal the bottle. There is a plastic ring that seems to prevent it from being sprayed but there is no obvious way to remove the ring. How?

You do not remove the ring....you turn the ring when you want to apply the sunscreen, and then turn it back to prevent unwanted sprays.
