If i'm using on (bleached) platinum blonde hair do I still need the developer?

Yes, you will need a 10 volume developer, but your processing time might need to be shortened to avoid your color going too dark, unless that is what your desired goal is. I really like the Ion 10 Volume Developer for Sensitive Scalps, it never causes my scalp to sting or itch. I hope this helps, happy coloring!

what is the ratio to the developer 1 to 1 or 1 to 2 part developer?

If you’re dying your hair normally, it’s one part hair color to two parts developer. But if you want to cover white hair, then the ration is 1 to 1. I have a lot of white hair, and this hair color covers it very well. However, each time I wash my hair, a little bit of the dye fades. I wash my hair every day, and dye it once a month. By the end of the month, my white hair is light brown.

I don't understand from this description what the product even is. Is it the tube of color? The developer? Both?

It is the tube of color. You will need a 10 vol developer.
