Could it support a small 4ft christmas tree?

Honestly I think it would, but I can’t say I have tried. The only thing is that I’m not sure that the rotating base would be wide or big enough to have the base of the tree sit on it. The trees base if it’s a tripod type might not fit within the area of the rotating base. Your best bet is to measure the base of the tree and compare that with the measurements of the rotating base. But I do believe it would be strong enough to rotate.

Does it keep rotating permanently? I want one that rotating constantly and permanently as long as it’s powered

Yes. It will rotate as long as power is supplied and the unit is on. It has options for clockwise, counter-clockwise and a combination left and right. I have had mine running ever since I got it and it hasn't glitched yet.

Can this display a full size football helmet?

No. Not big enough for a helmet.
