Q: Would it be possible to use command strips instead of screws? In a dorm which doesn’t allow holes in wall.

It depends on the kind of dishes you have. I think command strips may work for plastic dishes. But if you have ceramic or glass or stainless steel, I don't think it will hold as it will be too heavy for the command strips and you will need the screws.

Q: Does it come with the utensil rack?

No. It says it does but it doesn’t. “ The main components:Dish shelf； Cutlery Rack； Drain Tray.” I am returning it as this was the main reason I chose this one.
