Can this be used on harbor freight's portland's 1,750 psi, 1.3 gpm , with an adapter?

No.  The product is misleading buyers.  Here's why:

If you search "turbo washer tip size chart" you'll find several charts that match the GPM and pressure rating of your washer to the correct tip size. This is from memory, but your pressure washer (which is really weak) would use the smallest tip available: 2.0 orifice size.

Why the seller told you this would work I have no idea.  The one advertised here, a 3.0 tip, is much too large.  Such a large tip on your small washer would do nothing. It would probably never even spin up.

Meanwhile, one could consider if this product can be safely used as advertised.   They market it as being rated for 3pgm and 3000psi, but that would call for a 3.5 tip and they show it as being a 3.0.  A 3.0 has no business being on that large a pressure washer.   What all could go wrong?   The biggest problem is it will be very hard on your pump.  The next is it could present more pressure to your hose and wand than it's safe to use.

Buyer beware I suppose.

There are 2 male plugs one brass one stainless steel. One has a large opening where the water enters than the other. Why is one plug different?

It`s rubber material. It might be cracked after long time strong sunlight exposure owing to the rubber soften by sunlight.Pls not use it in the strong sunlight for long time.

No, I recommend that you do not disassemble and reassemble. These Rotating Turbo Nozzle force fittings may be lost during the disassembly process, or they may be misplaced or reversed during assembly, resulting in leakage or failure to achieve the desired pressure and effect.
