Nope, the base is just a stand for the brush. Charger comes separately!

When using the red or blue light, how long do you need to hold it up to your face?

Use it until your hearts content. I do. I so sometimes will turn the brush at a different angles over the same area of my face, so the bristles turn in a different direction, to get a better cleansing of the pores.

Yes it is. I don't have to frequently charge it, I love the interchangeable heads. I love the it has a LED red and blue light.
